Interesting, but the speed thing is a bit ambiguous. I would assume it would be something like a minor action to switch between two legs and four legs? (Or maybe a free action to go from two to four since it’s similar to falling down?)

I’d rule it as a free action to change (to either state) as long as you have nothing equipped in your “hands”. That’d make standing back up a bit harder, as you’d then have to reequip your gear.
